Not the nominator, but from what I've seen Vanessa (Ursula's identity when she's transformed into a human) is normally considered a separate character for fic and exchange purposes, since people are likely to want very different things if they ask for one versus the other. Vanessa isn't even synned to Ursula on AO3, if it matters.
