F'tha is a very minor character - they're one of the S'pht who appears on the fifth level of Marathon 2, "Come And Take Your Medicine." Unlike most of the S'pht, F'tha leaves you a message on one of the computer terminals: http://marathon.bungie.org/story/volunteers.html#5 (it's the third message, in yellow).
