Re: Shipoween, I'm unsure if you've seen their announcement in the meantime, but Shipoween mod won't be running that exchange this year.
Re: the eternal tag set, unfortunately it's just too big. It's larger than each of the past two Chocolate Box tag sets, which regularly break on the admin side. The addition of ships makes it a definite nonstarter this year, but even just adding new characters would be an administrative risk. Moving forward with a new, single tag set for this year will be simpler and safer.
I've increased the nominations limit to 10 fandoms, and I hope that's helpful!
